In a large bowl, mix the flour and salt. Gradually add the warm water, stirring until a shaggy dough forms. Knead on a lightly floured surface for 10 minutes until smooth and elastic. Cover with a damp cloth and let rest for 30 minutes.
In a medium bowl, combine the ground beef, onion, cilantro, parsley, cumin, coriander, chili flakes, salt, and pepper. Gradually add the warm water, stirring until the mixture is cohesive and slightly loose.
Divide the dough into 12 equal pieces. Roll each piece into a thin circle about 4 inches in diameter. Place about 2 tablespoons of filling in the center of each circle. Gather the edges of the dough to the center, pinching and twisting to seal.
Bring a large pot of salted water to a boil. Gently add the dumplings, ensuring they don't stick to each other. Cook for 8-10 minutes until the dumplings float to the surface and the meat is cooked through. Use a slotted spoon to transfer to a serving platter.
