Bring a large pot of salted water to a boil. Add the linguine and cook according to package instructions until al dente. Reserve 1/2 cup of pasta water, then drain the pasta and set aside.
In a large skillet over medium heat, add 2 tablespoons of olive oil. Once shimmering, add the shrimp in a single layer. Season with salt and pepper. Cook for 2-3 minutes on each side until pink and cooked through. Remove from the skillet and set aside.
To the same skillet, add the remaining tablespoon of olive oil and the minced garlic. Sauté for about 30 seconds until fragrant. Add red pepper flakes, lemon zest, and juice, stirring to combine. Return the shrimp to the skillet.
Add the cooked linguine to the skillet along with the reserved pasta water. Toss everything together over low heat until well combined. Stir in the chopped parsley. Adjust seasoning with more salt, pepper, or lemon juice to taste.
Divide the pasta among serving plates or bowls. Garnish with additional parsley if desired and serve immediately.
