Bring a large pot of salted water to a boil. Cook the linguine according to package instructions until al dente. Reserve 1/2 cup of pasta water, then drain the pasta.
While the pasta cooks, heat olive oil in a large skillet over medium heat. Add the shrimp in a single layer and season with salt and pepper. Cook for 2-3 minutes per side, or until the shrimp are pink and opaque. Remove shrimp from the skillet and set aside.
In the same skillet, add the minced garlic and red pepper flakes. Sauté for about 1 minute until fragrant. Add the lemon zest, lemon juice, and reserved pasta water. Stir well to combine.
Return the cooked shrimp to the skillet, add the drained linguine, and toss everything to combine. Stir in the chopped parsley and adjust seasoning with additional salt and pepper if needed. Serve hot, with optional Parmesan and lemon wedges.
